Every casino on PHCasinoGuide gets a score out of 10. This page explains exactly how we get to that number, so you can judge our list for yourself instead of taking it on trust.
Step 1: the licence check comes first
Before we score anything, a casino has to pass one test: it must hold a PAGCOR licence. We look up the brand and its exact web address on PAGCOR’s official list of approved brands and domains. If either one is missing, the casino doesn’t go on our list, no matter how good its bonus looks.
That rules out offshore casinos completely. Some of them are big, well-known brands, but they aren’t licensed to serve players in the Philippines, and if something goes wrong you have nowhere to turn.
Step 2: six scores, weighted by what matters most
Each licensed casino gets six scores out of 10. We then weight them, because some things matter far more to players than others.

Trust and payments make up half the score on purpose. A huge bonus is worth nothing if the site is slow to pay or hard to reach when there’s a problem.
Why the commercial score is there at all
We earn money when some players sign up through our links, and we would rather say so openly than pretend otherwise. That relationship counts for no more than 10% of a casino’s score. It can’t move a weak casino to the top, and it can never get an unlicensed site onto the list. You can read more on our affiliate disclosure page.
Step 3: we check again every month
Bonuses change, payment methods come and go, and licences can lapse. So we go back to every listed casino at least once a month and check four things:
- Licence: the brand and web address are still on PAGCOR’s list.
- Bonus terms: the offer and its terms match what we show.
- Payment methods: the methods we list still work.
- Website: the site is up and the details are accurate.
Each casino on our homepage shows the date of its last check and which of these four we confirmed. If we haven’t confirmed something, we say so.
What gets a casino removed
We take a casino off the list if its licence or domain is no longer on PAGCOR’s list, if we see a pattern of unpaid or delayed withdrawals, or if its terms change in a way that’s unfair to players. We don’t wait for the next monthly check to do it.
What we don’t claim
We don’t say we’ve “tested every casino with real money” unless we actually have. Our checks are based on public information from the operators and from PAGCOR, plus our own look at each site. When our team does play at a casino, we say so in that casino’s write-up.
